The Pradhan Mantri Kisan Urja Suraksha Avam Uthan Mahabhiyaan (PMKUSMA) scheme for farmers was launched in the year 2019 by the Ministry of New and Renewable Energy, Government of India, the objective of which is to increase the income of farmers by solarizing the agricultural feeders of DISCOMs and to provide energy security to farmers by providing standalone off-grid solar pumps to farmers using diesel pumps. This scheme is divided into three parts- Component A, B & C.

1. Component-A

Setting up of decentralized ground-mounted or stilt-mounted grid-connected solar or other renewable energy power plants of capacity of 500 kW to 2 MW on farmers land to enhance the income of farmer.

2. Component-B

Individual farmers will be supported to install standalone solar Agriculture pumps of capacity up to 7.5 HP in off-grid areas, where grid supply is not available.

3. Component-C

Solarisation of grid connected agriculture pumps, enabling farmers to earn additional income by selling surplus power to DISCOMs and Solarisation of agriculture feeder to provide day time assured electricity.

Status of the Scheme in the State of Punjab

1. Component-A (Setting up of Solar Power Plants)

Under this scheme, solar power plants with a capacity of 0.5 MW to 2 MW are to be installed by farmers, panchayats, cooperatives and FPOs (Farmer Producer Organizations) and the electricity under this scheme will be sold to PSPCL.

2. Component-B (Installation of Standalone off-grid solar pumps for agricultural)

Under this component, PEDA is providing solar pumps of different capacities to farmers instead of diesel engines. Government of India and Punjab Government are providing subsidy of about 60% (30% + 30%) to general categories and about 80% (30% + 50%) to Scheduled Castes. Under this component, the Ministry of New and Renewable Energy, Government of India, had set a target of 13,000 pumps for the year 2020-21, out of which 12,910 pumps have been installed by December, 2022 and are running successfully.

Further PEDA had launched scheme from 09.09.2024 to 31.08.2025 and invited applications from the eligible farmers for installation of off-grid solar water pumping systems under Component-B of PM-KUSUM Scheme. PEDA has received 5048 applications upto 31.08.2025 and work orders have been issued to different shortlisted vendors for all these pumps.

3. Component-C-1 (I.P.S.)

Ministry of New and Renewable Energy, Government of India, had issued sanction to PEDA by the for solarization of 186 pumps in Punjab as per date 18.05.2022 and date 05.08.2022. Under this scheme, the Punjab Cabinet, Government of Punjab, on 13.02.2025, approved an R&D based pilot project under which 200 agricultural pumps connected to the PSPCL grid are planned to be powered by solar energy. Under this scheme, the work orders have been placed upon L1 Bidder i.e M/s. Topsun Energy Limited for solarization of 25 nos. grid connected agriculture pumps. The solarization work of 25 nos. grid-connected agriculture pumps has been successfully completed.

a) Highlights:

• Providing benefit to farmers of energy exported by farmers to PSPCL.
• Providing farmers with energy efficient pumps with Bureau of Energy Efficiency (BEE) rating instead of old pumps.

b) Financial model:

• Punjab Government to provide 81% of the total cost of solar pumps as subsidy.
• Government of India providing 9% of the total cost of solar pumps as subsidy.
• The farmer should provide 10% of the total cost of the solar pump.

4. Component-C-2 (FLS)

Component-C-2 (Feeder level solarization of grid connected agriculture pumps): - Under this component, Grid connected agriculture pumps are to be solarized under feeder level solarization by setting up of centralized solar power plants for supplying power to the feeders.

Note:- MNRE, GoI has closed PM-KUSUM Scheme 1.0 with effect from 31.12.2025. The new target allocation for the State of Punjab will be sanctioned by the Ministry after the launch of PM-KUSUM 2.0.
