(a) Background

  • Bureau of Energy Efficiency, Ministry of Power, Govt. of India has launched Energy Conservation Building Code in May 2007 under the provision of The Energy Conservation Act 2001.
  • As per provision of the EC Act 2001, PEDA amended the ECBC 2007 as per composite climate zone applicable in the state of Punjab and prepared Punjab ECBC.
  • Punjab ECBC has been approved by State Cabinet on 25.05.2016 and the code has been notified by Department of New & Renewable Energy through Notification dated 24.06.2016 for its mandatory use to bring energy efficiency and its conservation in buildings or building complexes.
  • Punjab ECBC is applicable to buildings or building complexes that have connected load of 100kW or greater or contract demand of 120kVA or greater or having conditioned area of 500m2 or more.
  • Punjab ECBC is applicable to buildings / building complexes such as offices, hotels, hospitals, shopping complexes, group housing complexes and others that are not primarily used for industrial i.e. manufacturing use.
  • It is pertinent to mention that Bureau of Energy Efficiency, Ministry of Power, Government of India launched another updated version "Energy Conservation Building Code (ECBC) 2017" recently on 19th June, 2017 which is applicable to all commercial buildings with a connected load of 100 kW or above, or contract demand of 120 kVA or above which comprises of Building Envelope, Comfort System and Controls, Lighting System and Controls and Electrical & Renewable Energy Systems.
  • Also, Bureau of Energy Efficiency notified the "ECBC Rules" in 2018 which describes the procedure for implementation of ECBC in the states. Further, ECBC Rules have been prepared by ECBC Cell for the state of Punjab which is likely to be notified soon by the Govt. of Punjab.

(b) Energy Conservation Building Code (ECBC)

Energy Conservation Building Code was launched by the Bureau of Energy Efficiency and notified by the Punjab Government on 24.06.2016, for its mandatory use in commercial buildings. The purpose of ECBC is to provide minimum requirements for the energy efficient design and construction of buildings. This code is applicable for commercial buildings and building complexes with a connected load of 100KW or contract demand of 120 KVA and above. The commercial buildings compliant with ECBC would result in an energy savings of 30-50% as compared to the conventional commercial buildings. The integration of SPV is also included in the ECBC 2017.

(c) PEDA Initiatives for Implementation of Punjab ECBC

With the support of BEE, PEDA has initiated following two tier implementation support to the implementing departments, organizations, Architects, Design Professionals, Builders and other stakeholders:

  • Punjab ECBC Cell consisting two Engineers and one Architect has been established in PEDA Office for preparation of necessary documents, day-to-day interaction with all stakeholders to help them for proper implementation of Punjab ECBC in the state.
  • Advisory Committee has been formulated consisting Nodal Officers from concerned departments / organizations. ECBC Cell has conducted Interactive sessions with Departments / Organizations and has trained more than 650 Architects & Engineers.
  • For capacity building of stakeholders about Punjab ECBC, one day, two days and three days training programs are being organized. Total 57 Programs have been organized for all the stakeholders in the state of Punjab including Municipal Corporations and other ULBs.

 

(d) Benefits of Punjab ECBC to the State and Building Owners / Users

  • Punjab ECBC compliant buildings will consume 30-40% lesser energy than the conventional buildings.
  • Reduction of electricity and water demand in buildings.
  • The innovative use of improved technologies in buildings will create the employment opportunities.
  • Reduces the capacity addition of power generation hence reduction in capital investment of energy supply infrastructure.
  • Creation of competitive markets in construction industry by efficient use of resources.
  • Reduces load on utility, flattens the load profile, effective load management / grid stability and decreases the breakdown & power cuts.
  • Ensure construction of environment friendly buildings resulting less GHG mission thus lower the risk of related health issues.
  • Boost the market development of energy efficient products / appliances.
  • Reduces energy consumption and energy bills.
  • Reduction in connected load / contract demand.
  • Savings through reduced size of transformer, DG back up, wiring etc.
  • Reduces upfront expenses for Heating, Ventilation and Air-Conditioning requirements.

The implementation of Punjab ECBC shall likely reduce annual energy consumption of 18 MU leads to 15 thousand ton carbon dioxide emission abatements, equivalent to planting 6 lacs green trees per annum.

 

(e) PROCEDURE FOR COMPLIANCE OF PUNJAB ECBC

There will be three stages of approval i.e. Design stage, Construction stage and Completion stage along with supporting documents for compliance of Punjab ECBC.

The detailed process of approval of building plans will be done in following stages for the compliance of Punjab ECBC

1. Design Stage

The applicant shall submit the clearance of PEDA for provision of Punjab ECBC at design stage along with the application to the competent authority. For this purpose owner / architect shall submit certificate from ECBC expert / design professional along with required necessary documents for building permit for ECBC compliant building certificate at design stage (Form-A).

2. Inspection during Construction Stage

The Owner / Architect will submit a notice for inspection at constructions stage after construction of building envelope and get the clearance of PEDA for approval at construction stage for further submission to the competent authority. For this purpose owner / architect shall submit certificate on inspection from ECBC expert / design professional along with required necessary documents for review of construction works for ECBC compliant building at inspection stage (Form-B).

3. Completion Stage

The owner / architect will again send the notice of completion of building for the clearance of PEDA at completion stage. For this purpose owner / architect shall submit certificate from ECBC expert / design professional along with required necessary documents on completion of construction for ECBC compliant building certificate at completion stage (Form-C).

(f) Building Bye-Laws

Notification of The Punjab Municipal Green Buildings Incentives Policy 2016 issued by Department of Local Government

Department of Local Govt. has issued a notification of The Punjab Municipal Green Buildings Incentives Policy 2016 on dated 19.12.2016. Main features of the notification are given as under:

  • Incentive of 15% Rebate in property tax shall be granted to the building till the time building is Punjab ECBC compliant.
  • Incentive under other rating systems:
  • An incentive of additional 5% FAR shall be granted free of cost to the buildings on submission of “Green Building” certificate from following agencies with rating as below:
  • Buildings granted 4 or 5 star rating by GRIHA or;
  • Buildings granted Gold / Platinum rating by LEED or;
  • Buildings granted Gold / Platinum rating by IGBC
  • This incentive shall be applicable to the Residential and non-residential buildings on plot sizes above 100 sqm. (120 sq. yards)

           
The notification of Punjab Municipal Building Bye-laws 2018 has been issued by the Department of Local Govt. on dated 22.11.2018 while incorporating mandatory use of Punjab ECBC. The procedure for implementation has not been mentioned in the notification.

Notification of The Punjab Urban Planning and Development Building Rules, 2018 issued by Department of Housing & Urban Development

            Department of Housing & Urban Development has notified the Punjab Urban Planning and Development Building Rules, 2018 vide notification dated 29.06.2018 incorporating mandatory use of Punjab ECBC and Roof top Solar PV installation. The extract of the notification is attached.
