Perform Achieve & Trade Scheme

Govt. of India (GOI) launched National Mission on Enhanced Energy Efficiency (NMEEE) which is one of the eight missions planned under the National Action Plan on Climate Change (NAPCC). One of the initiatives under NMEEE is the development of a market based mechanism to drive delivery of additional energy savings on a cost effective basis. The Ministry of Power (MoP) has outlined a proposed "Perform, Achieve and Trade (PAT)" scheme. The scheme mandates energy efficiency targets for large energy consuming industrial units which are notified as Designated Consumers under the Energy Conservation Act-2001. Designated Consumers who overachieve their target will be issued ESCerts and those consumers who underachieve their target will have to purchase ESCerts under the provision of the notification issued by Ministry of Power, Govt. of India.

PAT Cycle-I

PAT Cycle-I was notified on 30th March, 2012 for the period 01.04.2012 to 31.03.2015 by the Ministry of Power, Govt. of India with the objective to accelerate energy savings in large energy intensive industries by incentivizing energy savings. The PAT Cycle-I (2012-15) covers in total 478 units, known as Designated Consumers (DCs) in eight 8 sectors namely, Aluminum, Cement, Chlor-Alkali, Fertilizer, Iron & Steel, Pulp & Paper, Textile and Thermal Power Plant. 22 industrial units have been notified in the state of Punjab.



PAT Cycle-II

PAT Cycle-II (2016-2019) has been notified on 31st March, 2016 for the period 01.04.2016 to 31.03.2019 by the Ministry of Power, Govt. of India in which 621 designated consumers have been assigned the Specific energy consumption (SEC) reduction targets with the inclusion of three new sectors namely Refineries, Electricity Distribution Companies and Railways. The inclusion of more industrial units from existing sectors has lead to the Deepening of PAT Scheme and the inclusion of more industrial units from new sectors leads to the widening of PAT Scheme. 22 existing and 10 new industries notified in the state of Punjab.



PAT Cycle-III

PAT Cycle-III (2017-2020) has been notified on 1st April, 2017 for the period 01.04.2017 to 31.03.2020 by the Ministry of Power, Govt. of India. In this cycle, 116 Designated Consumers (DCs) has been notified from Six energy-intensive sectors namely Aluminum, Cement, Iron and steel, Pulp and Paper, Textiles and thermal power plants. 4 new industrial units have been notified in the state of Punjab.



PAT Cycle-IV

PAT Cycle-IV has been notified on 28th March, 2018 for the period 01.04.2018 to 31.03.2021 by the Ministry of Power, Govt. of India. In this cycle, 107 Designated Consumers (DCs) has been notified from 8 energy-intensive sectors namely Chlor-Alkali, Cement, Iron and steel, Pulp and Paper, Textiles, Thermal power plants, Commercial Buildings (Hotels) and Petrochemical. 2 new industrial units have been notified in the state of Punjab.



PAT Cycle-V

PAT Cycle-V has been notified on 29th March, 2019 for the period 01.04.2019 to 31.03.2022 by the Ministry of Power, Govt. of India. In this cycle, 110 Designated Consumers (DCs) has been notified from 8 energy-intensive sectors namely Aluminum, Cement, Chlor-Alkali, Iron and steel, Pulp and Paper, Textiles, Thermal power plants, Commercial Buildings (Hotels) and Petrochemical. No new industrial units have been notified in the state of Punjab.



PAT Cycle-VI

PAT Cycle-VI has been notified on 13th April, 2020 for the period 01.04.2020 to 31.03.2023 by the Ministry of Power, Govt. of India. In this cycle, 135 Designated Consumers (DCs) has been notified from 8 energy-intensive sectors namely Cement, Iron and steel, Pulp and Paper, Textiles, Commercial Buildings (Hotels) and Petroleum Refinery. 2 new industrial units & 1 existing unit have been notified in the state of Punjab.

At present, there are 40 Designated Consumers in the State of Punjab, designated under PAT-I, PAT-II, PAT-III and PAT-IV, V & VI detail of which is as under:

Institutionalization of Enforcement Machinery at State Level

Adjudicating officer & Inspecting officer has been appointed under this head for implementation of Enforcement Machinery at the state level.

Adjudicating Officer:

Punjab State Electricity Regulatory Commission appointed Er. Santokh Singh Sarna, Member as the Adjudicating Officer for the purpose of Adjudication under Section 26 of the Energy Conservation Act-2001 vide notification no. PSERC/Secy./Regu.120 dated 22nd March, 2017

Inspecting Officer:

PEDA appointed Sh. Harinder Singh Sandhu, Additional Director as Inspection Officer under sub-section (1) of section 17 of The Energy Conservation Act, 2001 vide office order no. PEDA/ADMN/2019/7184-87 dated 27.05.2019.
